Is it legal for a 22-year-old woman to have sex with a 16-year-old boy in Pennsylvania?

I know the age of consent in Pennsylvania is 16, but is it really legal for a 22-year-old to have sex with a 16-year-old? It just seems wrong to me.

My ex-boyfriend, 16, cheated on me with a 22-year-old woman.
Whoa, whoa, I never said I wanted to get back at the woman. I was just wondering because people who know what happened have been telling me different things as to whether it was legal. I have no intention of calling the cops or trying to call legal attention to it. It's not my business, it's his and hers. I was merely asking because I've been told by several people that it's illegal, but I know the age of consent is 16 in PA so that part confused me. Thanks for the answers.

No it's not legal because he's a minor.
